Join us for the LLG Commercial Conference 2026, taking place online on 9th October 2026.
This year’s conference brings together local government lawyers and professionals working across commercial law and related areas, with a programme focused on some of the practical issues.
Across the day, our sessions will cover subsidy control, regeneration projects, public sector technology contracts and property-related disputes, with a particular focus on the practical challenges that lawyers face when dealing with these areas.
We’ll start the day by looking at Subsidy Control in Regeneration Projects, exploring where subsidies can arise, how to identify them and the options available to local authorities for dealing with them. We’ll then look at Procuring Public Sector Technology Contracts, covering the procurement lifecycle for software contracts, including planning and scoping projects, dealing with suppliers’ standard terms and conditions and making sure contracts are future-proofed.
After the morning break, Katherine Holland KC from Landmark Chambers will look at Urgent Situations in Property-Related Disputes, focusing on what happens when a property dispute requires action quickly and the legal remedies available when there isn’t time to follow the usual timetable.
In the afternoon, we’ll return to subsidy control with a practical session looking at Subsidy Control in Practice – What Do You Need to Be Aware Of? This will cover lessons learned from the SAU and CAT, when additional resources or specialist input may be needed and how organisations can make assessing subsidies easier as part of their day-to-day processes.
The programme will also include sessions from our LLG Corporate Partners, Freeths and Anthony Collins, with further details and speakers to be confirmed.
Throughout the day, speakers will share practical advice, examples and lessons learned, with a focus on the issues you are likely to encounter in your own work rather than simply looking at the theory.
The conference is suitable for LLG Membership Plus members, as well as our wider LLG membership and non-members. The conference is free of charge for Membership Plus members, while our standard member and non-member fees apply to other attendees.

Alex leads our subsidy control team and is recognised as a leading expert in this complex field. He also specialises in procurement and public sector clean energy and regeneration projects. Clients appreciate his ability to translate complex legal issues into pragmatic and clear advice.
Having advised all levels of government and funding applicants, Alex is the go-to adviser for several UK funding bodies. He is regularly approached to design funding schemes and support or review funding applications.
Angelica is a principal associate in our government and infrastructure team. She advises public and private sector bodies on subsidy control and state aid, as well as commercial contracts and public procurement.
Angelica has a strong practice in state aid/subsidy control, commercial contracts and public procurement. She regularly advises central and local government clients, educational institutions and public sector bodies on the procurement, contractual and subsidy control implications of large projects and funding applications.
Karl is an associate in the government and infrastructure team, specialising in public procurement, subsidy control and complex commercial projects including regeneration schemes. Karl has experience in advising local authorities, central government and private sector organisations and has spent time both in house in Central Government and in the private sector.
Louis is a solicitor in the Corporate Commercial department with particular experience in public procurement, outsourcing and major projects.
He has acted for clients in both the public and private sectors, particularly in relation to commercial agreements and long-term partnering arrangements across a number of industries including Waste, Digital Technology, Supply Contracts, Leisure and Regeneration.
Katharine Holland KC is described in Chambers & Partners as having a “brilliant legal mind”, a “greatly effective advocacy style”, a “strong track record of acting in high-profile cases” and was recently shortlisted for Real Estate Silk of the Year 2026. She has long experience in relation to injunctions against ‘persons unknown’, having obtained the first trespass injunction of this type in Hampshire Waste v Persons Unknown in 2003.
Lucy Woods is a Partner in the Corporate Commercial Team at Capsticks. Lucy has an extensive amount of experience delivering innovative solutions for local government and public sector clients, bringing together her vast knowledge of the political and governance framework within which those clients operate. Lucy specialises in procurement, commercial contracts, grant funding, vires and subsidy control law.
Ruth Yates is a Partner in the Corporate Commercial Team at Capsticks. Ruth specialises in public sector procurement, subsidy control and grant funding. She advises local authorities and other public bodies on public sector projects and contracts.
Jennifer has previously worked in-house for local authorities before moving to Freeths.
Jennifer’s experience includes, collaboration agreements, grant funding agreements, commercial contracts, public health contracts and public procurement including modifications to public contracts in accordance with public procurement legislation and advice in relation to tenderer queries following contract award. Jennifer has also advised on Freedom of Information Act 2000 requests in relation to tender processes including requests for contract and procurement documentation.
Stephanie is an experienced commercial litigator, with a particular expertise in public procurement and international arbitration disputes.
Stephanie has substantial experience advising on contentious procurement matters across high-value, complex and strategically important public procurements. Her work includes acting for bidders and suppliers in urgent and sensitive challenges, including procurements in the defence, healthcare, facilities and grounds maintenance and infrastructure-related sectors. She has also advised contracting authorities and their procurement partners on frameworks and call offs, confidentiality issues and challenges, often taking immediate steps to protect their position and reduce litigation and commercial risk.
Sophie is a legal director in the projects team with extensive experience in advising councils and the wider public sector on their contractual relationships and key initiatives. Sophie specialises in public procurement and major projects for the delivery of public services. She focuses on aligning legal strategies to achieve client’s operational and strategic objectives.
